Verrocchio is ambitious, resentful and eager to recover his declining influence. He views the rise of Hotel Moscow as a direct threat to his business and status and is willing to employ unpredictable killers to reverse that decline.
His judgment is weakened by arrogance. Verrocchio believes that money and criminal authority will be sufficient to control Hänsel and Gretel despite abundant evidence that the twins do not respond to violence or hierarchy in conventional ways.
He also lacks the military discipline of Balalaika or the political composure of Mr. Chang. His attempt to alter Roanapur's balance therefore relies on assassination rather than the institutional strength needed to challenge those organizations openly.

Verrocchio's power comes from his position as a Mafia leader rather than demonstrated personal fighting ability. He commands criminals, has access to money and can hire outside assassins for operations against rival organizations.
His knowledge of Roanapur's criminal competition allows him to identify the leaders whose removal would most benefit his faction. The weakness lies in execution: hiring unstable killers creates a threat that his own organization cannot reliably manage.

Verrocchio enters during the Vampire Twins storyline as the crime boss responsible for employing Hänsel and Gretel. His objective is to use them against Balalaika and Mr. Chang, thereby weakening the organizations that have reduced his own influence.
The twins quickly exceed the boundaries of the assignment. Their indiscriminate violence draws Hotel Moscow into a systematic hunt and demonstrates that Verrocchio has introduced a threat he cannot control.
Hänsel and Gretel eventually turn against Verrocchio himself. They kill him and members of his organization, eliminating the employer who believed he could direct their violence toward his rivals.

Balalaika is Verrocchio's principal rival and the leader whose expansion has most severely damaged his position. Verrocchio hires the twins specifically as part of his attempt to remove Balalaika.
Bai Ji-Shin Chang is another major Roanapur leader targeted by Verrocchio's scheme. Removing Bai Ji-Shin Chang alongside Balalaika would have created space for Verrocchio's organization to recover influence.
