Usami is remarkably relaxed for the person supervising an examination in which candidates routinely risk severe injury. He responds to unexpected problems without much visible panic and is willing to alter arrangements when circumstances make the original plan impractical.
That casual attitude does not mean he is indifferent to the examinees. When the situation surrounding Shinaya becomes dangerous, Usami prioritizes the younger candidates and is prepared to remain behind rather than expose them unnecessarily.
He also follows JCC regulations even when doing so creates an inconvenient result. Once an overlooked rule affects Sakamoto's eligibility, Usami enforces it rather than pretending the problem does not exist.

Usami is a professional assassin entrusted with the position of head examiner at Japan Clear Creation. Holding that position indicates practical familiarity with the standards expected of aspiring assassins and the ability to supervise exceptionally dangerous examinations.
He is capable of participating directly when an examination turns violent rather than functioning solely as an administrator. During the transfer exam's later stages, the examiners themselves become involved when an outside scheme transforms the test into a genuine attack.
The manga does not establish a named signature weapon or specialized technique for Usami comparable to those of the series' major combatants.

Usami is introduced during the JCC Transfer Exam Arc as the official coordinating the later stages of the examination. He works alongside examiners including Atou, Noro and Mizuno, while the candidates compete for admission.
The examination becomes increasingly chaotic when Kanaguri is accepted as a temporary examiner and outside interference compromises the test. Shinaya is secretly being controlled remotely by Gaku, turning what should have been an assessment into an attack capable of killing candidates and examiners. Usami ultimately disqualifies Shinaya and terminates the compromised examination, deciding the results from the points already accumulated.
Usami initially declares Sakamoto among the successful candidates, but subsequently discovers that JCC rules prohibit a person with an active bounty from enrolling or entering the campus. Sakamoto's acceptance is therefore rescinded, forcing him to seek another route into JCC.
