Personality
Uragami is sadistic, manipulative and almost completely lacking in empathy. He murders for pleasure rather than necessity and treats other people as objects through which he can satisfy his curiosity and violent impulses.
He is also perceptive. Years spent watching victims react to fear and violence have given him an unusually sharp understanding of human expressions, and he believes this experience is what enables him to notice something fundamentally different in Parasites.
Uragami rejects the idea that his behavior makes him less human. Instead, he considers his cruelty an authentic part of humanity and takes interest in people whose existence appears to challenge the boundary between humans and monsters.

Uragami is fully human and possesses no Parasite physiology.
His defining ability is an uncanny capacity to distinguish Parasites from humans by looking at them. Unlike Migi, he does not detect the electromagnetic-like signals exchanged between Parasites. Uragami instead describes his recognition in psychological terms, having become extraordinarily familiar with human faces and reactions through his crimes.
His perception is sufficiently accurate that the authorities use him to screen suspected Parasites. He can also recognize something unusual about Shinichi Izumi, although Shinichi's mixed condition is harder for him to interpret than a complete Parasite.
Uragami remains physically human. His danger comes from his willingness to kill without hesitation, his manipulative intelligence and his ability to exploit moments when other people assume they are dealing with a controlled prisoner.

Uragami is introduced to Hirama, Mita, Katsumata and Miyake during an experiment intended to test possible Parasite detectors. Several candidates are placed before him before Shinichi is brought into the room.
Uragami reacts differently to Shinichi but ultimately tells the investigators that he appears human. Internally, however, he recognizes something disturbing in Shinichi that he cannot fully categorize.
The authorities later use Uragami during the Fukuyama City Hall operation. His perception allows soldiers to identify disguised Parasites, but the appearance of Gotou terrifies him because Gotou looks completely inhuman to his senses. In the chaos, Uragami murders Katsumata, takes a weapon and escapes custody.
Much later, Uragami encounters Shinichi with Satomi Murano and takes Satomi hostage. Fascinated by Shinichi's mixed biology, he tries to force Shinichi to acknowledge that human beings are themselves monsters. Satomi rejects his argument, and Uragami attempts to throw her from a rooftop before Shinichi overpowers him.

Shinichi Izumi fascinates Uragami because he senses that Shinichi is human while simultaneously detecting something abnormal about him. Uragami later seeks him out specifically because he believes Shinichi may understand his view of humanity.
Hirama uses Uragami's perception during the police investigation despite recognizing how dangerous he is.
Mita assists Hirama while Uragami is being tested and later remains involved in the government response.
Katsumata is assigned to guard Uragami during the City Hall operation. Uragami exploits the chaos created by Gotou to shoot Katsumata and escape.
Miyake observes Uragami during the authorities' detection experiment.
Gotou provokes genuine terror in Uragami because his composite body appears unmistakably monstrous to Uragami's perception.
Satomi Murano is taken hostage by Uragami when he returns to confront Shinichi.
