Personality
Usui is cruel, arrogant and preoccupied with proving his superiority. He enjoys killing opponents weaker than himself and cultivates the image of a warrior waiting for the opportunity to take revenge on Shishio.
Beneath that confidence lies insecurity. His hatred of Shishio is genuine, but the psychological balance between the two men is not what Usui wants others to believe.
He is perceptive enough to read emotional and physical reactions through sound, yet this sensitivity does not give him equivalent insight into his own motives. That contradiction becomes central during his confrontation with Saitou.

Usui's Shingan is an extraordinary form of hearing developed after losing his sight. He can hear heartbeats, muscle contractions and the movement of bones, allowing him to determine an opponent's location, posture and emotional state.
His tinbei functions as both shield and visual obstruction, while the rochin provides a compact stabbing weapon. The combination allows him to defend against conventional sword attacks and counter from concealed angles.
Usui is one of the strongest Juppongatana fighters. His ability to perceive subtle physical changes makes deception difficult, while his shield can withstand attacks that would normally force an opponent onto the defensive.

Usui once serves the shogunate as an anti-hitokiri swordsman. An encounter with Shishio leaves him blind. He subsequently develops the Shingan and joins Shishio under an arrangement allowing him to attempt to kill Shishio whenever he wishes.
During the assault on Shishio's headquarters, Usui confronts Hajime Saitou. Saitou quickly attacks the psychological foundation of Usui's supposed revenge.
Saitou concludes that Usui knows he cannot defeat Shishio and that his repeated claims of waiting for an opportunity to kill him exist primarily to protect his pride. Shishio understands the same truth and tolerates Usui because he remains useful.
After exposing that contradiction, Saitou defeats Usui with the Zeroshiki form of Gatotsu, driving him through the wall and killing him.

Makoto Shishio is responsible for Usui's blindness and the focus of his claimed desire for revenge. Usui nevertheless knows deep down that he cannot defeat him.
Hajime Saitou becomes Usui's principal opponent during the attack on Shishio's headquarters. Saitou exposes the insecurity underlying Usui's hatred before defeating him.
Soujirou Seta is another of Shishio's strongest Juppongatana fighters and serves alongside Usui within the organization.
