Tomo is sociable and enjoys gambling with Sanosuke and their mutual friends. Their casual games present a glimpse of Sanosuke's ordinary life in Tokyo when he is not fighting alongside Kenshin.

He is also shown to care about the people in that circle. News concerning the damage caused by opium affects the group personally and turns what initially appears to be an ordinary gambling scene into an introduction to the darker business surrounding Megumi.

The 1996 anime gives Tomo additional appearances alongside Sanosuke's other acquaintances, but he remains primarily an ordinary friend rather than an adventurer or martial artist.

No formal martial art or special combat ability is established for Tomo. His confrontation with Beshimi makes the difference between an ordinary man and a trained Oniwabanshuu fighter immediately apparent.

Beshimi uses his concealed darts against the men around Megumi, and Tomo is unable to defend himself effectively. His vulnerability helps establish the threat posed by the pursuers before Kenshin and Sanosuke become fully involved.
