Shura

Shura is proud, disciplined and fiercely committed to the moral code established by her father. She accepts that piracy places her outside the law but draws a clear distinction between stealing from corrupt wealthy targets and indiscriminately harming innocent people.

Her standards make her a demanding captain. She expects obedience and refuses to compromise the rules of the Kairyu Pirates simply because criminal activities could become more profitable. That rigidity creates resentment among crewmen who regard her restrictions as obstacles.

Shura is capable of considerable personal courage. When her authority is challenged, she does not abandon her principles to preserve her position. Her leadership is based on the belief that even outlaws can choose what kind of people they become.

Shura is an accomplished fighter with excellent agility, balance and reflexes. Her principal weapon is a three-section staff whose connected segments allow her to shift between rigid strikes and flexible, unpredictable attacks.

The weapon can be used at different ranges, making it effective for both direct blows and sweeping attacks. Shura's familiarity with it allows her to fight aboard ships and in confined environments where conventional sword movements may be restricted.

She is also an experienced sailor and pirate commander. Her ability to lead raids, navigate dangerous confrontations and maintain authority among armed criminals is as important to her position as her individual combat skill.

Shura's Kairyu Pirates encounter Kenshin's group during an anime-original maritime storyline. The pirates operate according to the code inherited from Shura's father, but divisions within the crew have grown over her refusal to attack vulnerable targets.

When some pirates attempt to abduct Kaoru Kamiya, Shura opposes the act because it violates the Kairyu prohibition against harming women and children. She consequently works with Kenshin Himura to free Kaoru.

The internal dispute becomes a mutiny. Ginjo, supported by pirates who resent Shura's leadership, allies himself with opium dealer Yohei Senbonya and embraces firearms and drug trafficking as sources of profit.

[Ginjo's faction attempts to kill Shura and take control of the Kairyu Pirates. Shura survives and, aided by Kenshin and the crewmen who remain loyal to her, confronts the mutineers. After the conflict, she leaves with Sarujiro and Iwazo, continuing life at sea rather than abandoning the principles inherited from her father.](#spoiler)

Kenshin Himura earns Shura's respect because his refusal to kill resembles her belief that strength should be governed by principles. He assists her when the Kairyu Pirates split into rival factions.

Kaoru Kamiya becomes involved when members of Shura's crew attempt to abduct her. Shura rejects the kidnapping because it violates the Kairyu code.

Ginjo is a member of Shura's crew who rejects her restrictions and leads the mutiny against her after allying with an opium dealer.

Sarujiro remains loyal to Shura when most of the Kairyu crew turns against her.

Iwazo is another loyal member who stands with Shura through the mutiny.

Yohei Senbonya is an opium dealer whose criminal interests conflict with Shura's code. His alliance with Ginjo contributes directly to the rebellion within the Kairyu Pirates.

Shura's father, the unnamed former captain of the Kairyu Pirates, established the moral rules that she continues to enforce after succeeding him.
