Saizuchi is cunning, manipulative and condescending. He prefers controlling circumstances through words and psychological pressure rather than exposing himself to direct physical danger.
His relationship with Fuji demonstrates the darker side of that intelligence. Saizuchi repeatedly emphasizes the debt Fuji supposedly owes him, converting an act of rescue into a means of maintaining control over someone whose physical power vastly exceeds his own.
He is also confident in his ability to assess opponents. During the Aoiya battle, he tries to destroy the defenders' morale by presenting Fuji as an impossible obstacle, treating despair as another weapon available to him.

Saizuchi is not established as a significant martial artist. His primary strengths are intelligence, rhetoric and psychological manipulation.
His most important practical asset is his control over Fuji. By directing the giant and exploiting Fuji's sense of obligation, Saizuchi effectively gains access to destructive power he could never produce himself.
He is skilled at identifying emotional vulnerabilities and using argument to undermine resistance. This makes him an unusual Juppongatana member: his threat comes primarily from controlling others rather than from a specialized weapon or martial technique.

Saizuchi and Fuji are held back until late in the Juppongatana attack on the Aoiya. After the defenders have already endured battles against several other elite fighters, the pair arrives as another overwhelming threat.
Saizuchi attempts to convince the battered Oniwabanshuu that resistance is hopeless. Fuji's gigantic body and immense sword make the claim appear credible until Seijuurou Hiko arrives.
Hiko refuses to treat Fuji as a monster and recognizes the dignity of the warrior beneath Saizuchi's manipulation. Fuji consequently fights Hiko as a swordsman rather than merely obeying Saizuchi's commands. Hiko defeats Fuji without killing him.
Saizuchi is knocked unconscious during Fuji's defeat. After Shishio's rebellion collapses, he is pardoned and his talent for persuasion is put to use by the Meiji government's Foreign Ministry in secret negotiations.

Fuji is Saizuchi's partner and principal means of fighting. Saizuchi saved him after he had been nearly killed, then exploited Fuji's gratitude by continually insisting that he repay the debt.
Makoto Shishio is Saizuchi's leader within the Juppongatana.
Seijuurou Hiko confronts Saizuchi and Fuji at the Aoiya. Hiko's recognition of Fuji as a fellow warrior undermines the psychological hold Saizuchi has maintained over him.
