Personality
Peter is proud, calculating and deeply devoted to his family's traditional role. He believes the Promise created the order that protects the human world and regards challenges to that system as dangerous betrayals rather than moral objections.
He is ruthless when protecting Ratri authority. Family bonds, individual lives and the suffering of farm children are subordinate to what he sees as a thousand-year obligation.
Peter also possesses a paternalistic view of the farm children. He presents himself as part of the system responsible for their existence while simultaneously denying them meaningful control over their lives.

Peter has no supernatural abilities. His power comes from the Ratri Clan's political authority, resources and privileged access between the human and demon worlds.
As clan head, he oversees the Promise and has influence over the farms, Lambda 7214 and armed personnel used to suppress escapes or rebellions.
He is intelligent, organized and capable of operating through subordinates rather than exposing himself unnecessarily.

Story Role
Peter's importance grows as the children discover more about William Minerva and the history of the Ratri Clan. His position places him behind many of the institutions that Emma's group must overcome.
James Ratri secretly opposed the farm system and operated as William Minerva. Peter exposed his brother's activities as treason, succeeded him as clan head and ordered the elimination of Minerva's supporters.
Peter also becomes involved in Lambda 7214 and the attempts to control Norman after his transfer from Grace Field. When the escaped children eventually move against the farm system itself, Peter becomes the principal human defender of the existing Promise.
During the confrontation at Grace Field, the children and rebellious Mamas destroy Peter's remaining control over the plantation. Cornered by Emma but offered a chance to live, Peter ultimately rejects her offer and takes his own life.

James Ratri is Peter's older brother. Peter once admired him intensely but later exposes and turns against him after discovering James's effort to free the farm children.
Julius Ratri is Peter's ancestor and the original Ratri involved in establishing the Promise.
Norman becomes a particularly dangerous opponent after escaping Lambda and organizing a movement capable of attacking the foundations of demon society.
Emma ultimately challenges Peter's belief that the farm system must continue and offers an alternative to the order he has spent his life defending.
Isabella serves under Peter after becoming Grandma but eventually participates in the caretakers' rebellion against him.
