Personality
Mozu is cocky, hedonistic, perceptive, and unusually relaxed for someone living under an authoritarian regime. He openly looks forward to the island's selection of women for the inner palace and considers physical attractiveness an important part of his personal enjoyment.
His apparent shallowness hides considerable intelligence. Mozu notices political tensions, recognizes lies, and rarely reveals everything he knows. Rather than unquestioningly serving the island's leadership, he evaluates situations according to what benefits or entertains him.
Combat is one of his strongest motivations. Ordinary opponents bore him because his natural talent allows him to dominate most fighters without effort. Encountering someone capable of genuinely threatening him produces excitement rather than fear.

Mozu is an extraordinary natural fighter whose physical abilities rival or exceed those of almost everyone native to Treasure Island. He possesses tremendous speed, strength, reflexes, coordination, and combat instincts.
He typically fights using a spear and demonstrates enough control to pressure multiple opponents while still holding back. Unlike formally trained martial artists, much of Mozu's power appears to come from innate talent developed through repeated practical fighting.
His instincts are particularly sharp. Mozu can quickly estimate whether another fighter is concealing strength and recognizes immediately when someone such as Kohaku is operating far above the level of ordinary villagers.
His fight with Hyoga finally gives Mozu the technically sophisticated opponent he has wanted. Hyoga's formal spear training ultimately exposes the difference between Mozu's extraordinary natural talent and a specialist who has refined his technique systematically.

Mozu appears as one of the warriors maintaining order within the Petrification Kingdom. His position initially aligns him with Ibara, although his loyalty is significantly weaker than Kirisame's.
When the Kingdom of Science begins infiltrating Treasure Island, Mozu quickly realizes that Kohaku is pretending to be much weaker than she actually is. Rather than immediately exposing her, he becomes interested in the possibility that the outsiders can upset the island's existing balance of power.
He eventually begins negotiating from his own position, treating both Ibara and Senku's faction as groups that may be useful to him.
The Kingdom of Science temporarily equips Hyoga to fight Mozu because neither side can safely allow Mozu to dominate the battlefield. Their duel becomes one of the Treasure Island arc's major combat confrontations.
After the island-wide petrification strategy is triggered, Mozu is petrified and later selectively revived. His subsequent role shifts from adversary to member of the Kingdom of Science's combat force.

Kirisame is Mozu's fellow elite warrior and one of the few native fighters whose ability he respects.
Ibara is Mozu's nominal superior, but Mozu never possesses Kirisame's unquestioning loyalty toward him.
