Millie is intense, earnest and deeply attached to the image of Roboco she remembers from their battlefield days. She admired Roboco when the latter spoke and behaved like a hardened warrior, so discovering that her senior has become a maid obsessed with cuteness is difficult for her to accept.
That seriousness makes Millie unusually susceptible to Roboco's logic. When she concludes that cuteness must be responsible for Roboco's present strength, she begins studying fashion and other aspects of feminine presentation in an effort to reproduce it. The joke works because Millie approaches this completely misguided theory with the dedication she would give military training.
Her loyalty to EDEN places her against Roboco, but her personal feelings toward her former senior are more complicated than simple hostility. She wants Roboco to recognize her and repeatedly measures herself against the person she once admired.

Millie is an android built for combat rather than an ordinary human. She possesses enhanced physical capabilities and is capable of fighting at a level far beyond normal people.
Her battlefield experience also distinguishes her from domestic OrderMaids such as Meico. Millie's body and training are geared toward confrontation, although Roboco's extreme strength still leaves her outmatched.
Millie later incorporates her interpretation of "cuteness" into her efforts to improve herself. This is less a defined power system than a recurring comedic extension of her belief that Roboco's current appearance and behavior somehow explain her strength.

Millie enters the story when Roboco's mysterious combat history again intrudes on her domestic life. She identifies herself as Roboco's former junior and represents EDEN, an organization seeking a world for robots rather than humans.
She arrives with Tally, another EDEN combatant, intending to bring Roboco into the organization. Their confrontation exposes more of Roboco's past while emphasizing just how different the present-day maid is from the warrior Millie remembers.
Millie remains relevant after that initial encounter. Chapters such as "Cuteness & Milly" and "Part-Time Job & Milly" develop her beyond the EDEN confrontation, using her attempts to understand ordinary life and Roboco's femininity as recurring comedy.

Roboco is Millie's former senior from their battlefield days and the person she admires most strongly. Millie initially wants the old Roboco back, then becomes fascinated by the apparently cute maid Roboco has become.
Tally is Millie's fellow member of EDEN and accompanies her during the organization's confrontation with Roboco.
Bondo Taira is Roboco's present master and part of the peaceful domestic life that separates the current Roboco from the warrior Millie remembers.
