Mamoru is emotional, earnest and initially lacking in confidence. He is prone to crying when overwhelmed, but his nervous disposition should not be mistaken for cowardice. Once someone else is in danger, he can force himself to act despite being frightened.
His admiration for Toka Irie is one of his strongest motivations. Mamoru wants to impress her badly enough that he sometimes disregards his own safety, and becoming a capable Recette agent gives him a concrete way to pursue that goal.
He also proves willing to judge people by their actions rather than blindly following authority. This becomes particularly important in his relationship with Tsumugi Minase, whose circumstances place her at odds with the assumptions Recette normally makes about illegal Sweets Users.

Mamoru is not established as a Sweets User. His combat abilities instead come from physical training and the equipment available to Recette personnel and applicants.
During the Recette examination, he demonstrates enough fighting ability to deal with multiple opponents and remain useful when the mock examination is disrupted by genuine enemies. His performance shows that his timid personality does not accurately reflect his capability in a fight.
Mamoru also demonstrates good judgment toward other inexperienced fighters. During the examination conflict, he is able to recognize problems in an opponent's approach and offer practical advice rather than viewing every encounter solely as an opportunity to defeat someone.

Mamoru enters the story during the Recette enlistment examination. As the son of director Takamori Umino, he already has a personal connection to the organization, but still participates as an applicant seeking to qualify through the examination.
He is paired with Tsumugi Minase for the first stage. Their mock battle becomes considerably more dangerous when an anti-Recette group interrupts the examination, forcing the applicants to deal with actual hostile Sweets Users rather than a controlled test.
Mamoru continues supporting Tsumugi after the examination and becomes part of the Recette side of her investigation into the destruction of Tokyo. When Amanai later attempts to arrest Tsumugi for concealing her identity as a lollipop Sweets User, Mamoru stands up for her rather than simply accepting the senior officer's judgment. His intervention helps Tsumugi continue pursuing the person actually responsible for Tokyo's destruction.

Takamori Umino is Mamoru's father and the director of Recette. Mamoru's connection to the organization's highest leadership does not exempt him from proving himself through its entrance examination.
Toka Irie is the three-star Recette officer Mamoru deeply admires. His feelings for her are a major source of motivation, and his desire to impress her sometimes pushes him toward reckless behavior.
Tsumugi Minase becomes Mamoru's partner during the Recette entrance examination. Fighting alongside her gives him direct evidence of her character, and he later defends her when her concealed status as a lollipop Sweets User places her under suspicion.
Amanai is a senior Recette officer whose strict interpretation of the organization's rules eventually puts him at odds with Mamoru. Mamoru opposes his attempt to detain Tsumugi, choosing trust in his companion over unquestioning obedience to a superior.
