Personality
Madoka is gentle, composed and affectionate toward her family. Her demeanor resembles Maki's softer personality more than the imposing military bearing associated with her husband.
She is capable of becoming fiercely angry, however, and her speech becomes markedly rougher when pushed far enough. This contrast makes her less passive within the Oze household than her quiet presentation initially suggests.
Madoka also understands the personalities of her husband and children well. The family dinner surrounding Maki's temporary return home shows her operating comfortably between Danrou's overprotective paternal instincts and the careers pursued by Maki and Takigi.

Madoka is a Second Generation pyrokinetic. Like other members of that generation, she can manipulate existing flames rather than generating fire independently.

Madoka appears most prominently when Maki returns to the Oze family home during the events surrounding the joint investigation of the Nether. The family gathering introduces the audience to the household from which Maki came and clarifies the military influence surrounding her upbringing.
The scene also places Maki's career choices in context. Her father and brother remain closely tied to military service, while Maki has chosen Company 8 and developed a professional identity outside the path her family originally expected.
Madoka does not drive the military decisions that follow. Instead, her presence keeps the Oze family from functioning merely as an extension of the Imperial Army and shows the ordinary family relationships behind Maki's conflict with her father's protectiveness.

Danrou Oze is Madoka's husband and a general in the Tokyo Imperial Armed Forces. His intimidating professional reputation contrasts with the domestic side of their marriage.
