Kurara is confident, theatrical and highly adept at manipulating other people's expectations. She switches convincingly between respectable civilian identities and her flamboyant Psiren persona, frequently inventing sympathetic explanations for her crimes.
She quickly recognizes Alphonse's trusting nature and uses it against him. Edward is considerably more skeptical, especially after realizing that each new charitable explanation conveniently accompanies another disguise.
Despite her dishonesty, she does appear invested in Aquroya's fate. Licensed character material identifies bringing attention to the doomed city as a motivation for her high-profile thefts, even though many of the individual stories she tells the brothers are fabricated.

Kurara is a skilled alchemist, acrobat and thief. Her transmutation circle is tattooed above her chest, allowing her to expose it quickly rather than drawing a circle during a confrontation.
She frequently incorporates playing cards into her alchemy. She can propel them as projectiles, pin opponents, form structures and create weapons from them. She also manipulates the water surrounding Aquroya, making the city's canals useful both for escape and combat.
Her agility is nearly as important as her alchemy. Psiren moves rapidly across rooftops and canals and repeatedly escapes both police and the Elric brothers.

Story Role
Edward and Alphonse encounter Psiren while visiting Aquroya, a city gradually sinking beneath the surrounding water. After Edward suffers food poisoning, he is treated by Clara, a nurse whom Alphonse immediately admires. The brothers do not initially realize that she is the thief they have been asked to capture.
Kurara claims that she steals to save a hospital threatened with closure. When that explanation collapses, the brothers encounter her under further disguises, each accompanied by another charitable justification for her thefts.
Edward eventually exposes Clara as Psiren and captures her, although she promptly escapes police custody by persuading her guards to expose the transmutation array above her chest. Before leaving the brothers' story, she gives Edward a lead pointing toward Xenotime and the possibility of information about the Philosopher's Stone.

Edward Elric becomes Kurara's principal pursuer in Aquroya. She repeatedly exploits his embarrassment and temper to escape, while Edward refuses to accept her succession of supposedly charitable explanations.
Alphonse Elric is immediately charmed by Clara and more willing than Edward to believe her claims. Kurara takes advantage of his trusting personality when defending her actions.
Roy Mustang later demonstrates that he has been following reports of Edward's travels by asking about the famously beautiful Psiren after the brothers return to East City.
