Koku-Ou

Koku-Ou is responsible, dignified, compassionate, and deeply concerned with the welfare of Earth's citizens.

When confronted by an enemy powerful enough to destroy entire cities, he is willing to accept personal danger rather than casually sacrifice his subjects. His calm political demeanor contrasts sharply with Piccolo Daimaou's arbitrary violence.

He also has a long memory for genuine heroism. Unlike the general population, the King personally witnesses Goku's battle against Piccolo and therefore has reason to recognize that Earth's greatest defenders possess powers far beyond those claimed by ordinary celebrity martial artists.

Koku-Ou is not depicted as a martial artist and has no established ki techniques or supernatural combat abilities.

His authority comes from his political position as Earth's global monarch. He commands the royal military and government from King Castle, though conventional armed forces prove ineffective against enemies such as Piccolo Daimaou.

Koku-Ou becomes directly involved when Piccolo Daimaou attacks King Castle and forces him to surrender control of Earth.

Piccolo uses the royal broadcast system to announce his new rule and his plan to destroy one of Earth's numbered sectors each year.

Goku eventually reaches the castle and confronts Piccolo while the King and surviving officials witness the battle.

Goku defeats Piccolo Daimaou, making Koku-Ou one of the relatively few civilian authorities who knows firsthand that Goku saved the world.

Later anime appearances reinforce this knowledge when the King recognizes Goku's involvement in defending Earth despite Mr. Satan's much larger public reputation.

Goku becomes Koku-Ou's rescuer during Piccolo Daimaou's seizure of King Castle, and the King remembers his heroism afterward.

Piccolo Daimaou usurps Koku-Ou's authority and uses the royal palace as the center of his short-lived regime.

Mr. Satan later becomes Earth's publicly celebrated champion, though Koku-Ou's direct experience gives him reason to understand that other fighters have performed feats beyond Satan's abilities.
