Kishibe

Kishibe is stoic, perceptive, pragmatic, and emotionally guarded. Decades of Devil hunting have left him accustomed to death, and he rarely reacts outwardly even when confronting circumstances that would panic younger hunters.

He believes fearlessness alone is dangerous. In Kishibe's view, the best Devil Hunters are people whose thinking is unpredictable enough that Devils cannot manipulate them easily. This philosophy is why he finds Denji and Power unusually promising despite their lack of conventional discipline.

Kishibe's brutality coexists with a surprisingly strong moral line. He is willing to kill colleagues and disobey Public Safety leadership when he believes the organization itself has become the larger threat.

Kishibe is one of the strongest purely human combatants shown in Public Safety. He possesses exceptional speed, strength, reflexes, knife skill, hand-to-hand ability, and tactical awareness.

He can overpower Denji and Power repeatedly during training without relying visibly on Devil powers, demonstrating how dangerous decades of experience have made him.

Kishibe holds contracts with the Claw Devil, Knife Devil, and Needle Devil. However, Pingtsi observes that his body has little left to offer as payment, which helps explain why he generally relies on physical combat instead of calling on his contracted Devils.

Kishibe becomes Denji and Power's instructor after the assault on Public Safety's Special Divisions. He kills them repeatedly during training, forcing both hybrids to improve their tactics rather than simply depending on regeneration.

He later participates in the international assassins crisis and coordinates with Quanxi, someone he has known since his younger years.

Kishibe eventually concludes that Makima is too dangerous to remain in control of Public Safety. He organizes an Anti-Makima unit and launches a direct assault intended to kill her before she can complete her plan involving Pochita.

After Makima's defeat, Kishibe finds the reincarnated Control Devil, Nayuta, in China and gives her to Denji rather than allowing the government to raise her. He believes Denji offers the best chance of preventing her from becoming another Makima.

Denji is Kishibe's student and later one of the people he trusts with responsibilities Public Safety cannot safely handle.

Power trains alongside Denji under Kishibe's deliberately lethal methods.

Quanxi has known Kishibe since their younger years in Public Safety. Kishibe repeatedly expresses romantic interest in her despite her lack of reciprocal attraction, and the two retain a complicated professional respect.

Makima becomes the threat Kishibe ultimately decides must be removed, leading him to organize armed resistance against her.

Nayuta is found by Kishibe after the Control Devil reincarnates. He entrusts her upbringing to Denji rather than returning her to government custody.

Pingtsi examines Kishibe during the international assassins conflict and identifies his contracts with the Claw Devil, Knife Devil, and Needle Devil.
