Kenri Noogata

Noogata is arrogant and highly confident in his status as an Abnormal. He assumes that he and his companions can defeat Medaka despite knowing that she has already been accepted into the Flask Plan.

His ambition is directed toward joining the Thirteen Party. Rather than accepting his position as an ordinary Class 13 participant, he sees Medaka's arrival as an opportunity to demonstrate that he deserves promotion.

Noogata receives little characterization outside his brief confrontations, so the manga does not establish a more detailed personal philosophy or background.

Noogata is classified as an Abnormal, establishing that he possesses capabilities beyond those of ordinary Hakoniwa students. The manga does not identify or explain a named Abnormality for him.

His large, muscular build suggests a physically oriented fighting style, and he attacks Medaka directly alongside his companions. Their confrontation ends too quickly for Noogata to demonstrate an individual technique.

Noogata appears during the Flask Plan conflict after Nekomi Nabeshima defeats Myouga Unzen. Together with Garaharu Ushibuka and Royal Hirado, he confronts Medaka and announces that her arrival means she will receive no rest from the other Class 13 students.

The trio hopes that defeating her will earn admission to the Thirteen Party. Medaka defeats all three almost instantly while continuing to fix her hair, remarking that she reflexively held back against them.

After the Flask Plan is halted, Noogata leaves Hakoniwa with most of Class 13. He nevertheless returns to support Medaka during the President's Battle and later participates in her 100 Flowers Run.

Medaka Kurokami becomes Noogata's target when he attempts to prove himself worthy of the Thirteen Party. Medaka defeats Noogata and his two companions almost effortlessly.

Garaharu Ushibuka and Royal Hirado are Noogata's fellow Class 13 students and partners in his attempt to defeat Medaka.

Nekomi Nabeshima's victory over Myouga Unzen precedes Noogata's confrontation with Medaka and creates the opportunity for the three Class 13 students to appear.
