Kenji Tsuragamae

Kenji is authoritative, pragmatic, fair-minded, and strongly committed to legal procedure. His canine appearance is accompanied by occasional dog-related speech quirks, but his position and behavior are treated seriously.

He believes the distinction between licensed hero activity and uncontrolled Quirk use matters. Without rules governing when powerful abilities can be used against other people, hero society risks allowing individuals to decide guilt and punishment for themselves.

At the same time, Kenji is not blindly inflexible. He understands that Izuku Midoriya, Tenya Iida, and Shoto Todoroki intervened against Stain because lives were immediately at risk.

His solution after Hosu demonstrates both sides of his personality: he explains why their actions were legally unacceptable while quietly arranging circumstances that prevent the students from being formally punished.

Kenji possesses the Dog Quirk, a Mutant-type ability responsible for his beagle-like head and canine characteristics.

Canon has not demonstrated a developed combat application comparable with the Quirks used by Pro Heroes.

His practical authority comes from police work rather than superhuman fighting. As a senior law-enforcement official, he coordinates investigations, arrest procedures, evidence handling, and cooperation with licensed heroes.

Kenji also has access to the institutional resources of the police force, including criminal records and information surrounding villain incidents.

Kenji becomes prominent after Stain is defeated in Hosu.

He visits Izuku, Tenya, and Shoto while they recover in hospital and explains an important legal distinction: Pro Heroes are licensed to use Quirks against villains under regulated circumstances, while unlicensed students cannot independently pursue criminals simply because their intentions are heroic.

Shoto objects that refusing to intervene would have allowed Stain to kill people. Kenji accepts the moral point without pretending it erases the legal violation.

Because relatively few people know exactly what happened, he arranges for Endeavor to receive official credit for Stain's defeat. The students avoid punishment but also surrender public recognition for what they accomplished.

Kenji ends the discussion by personally thanking them for protecting the peace, making clear that legal disapproval and personal gratitude can coexist.
