Story Role

Jou is introduced during the JAA Prison storyline as the principal authority on B1. Shin and Heisuke voluntarily enter the prison because they need to reach Atari, the JAA's imprisoned fortune teller, and Jou becomes one of the first major barriers between them and the deeper floors.

His treatment of prisoners establishes how the facility operates. Even experienced killers understand that openly challenging the guards can have immediate consequences, and Jou's behavior demonstrates that the prison staff themselves are selected to deal with unusually dangerous inmates.

The confrontation with Jou also contributes to Shin's continuing development as an esper. Faced with an opponent difficult to defeat through conventional fighting alone, Shin increasingly relies on the expanded applications of his psychic power.

Jou consequently serves both as a prison antagonist and as a measuring point for how far Shin has progressed from the young assassin whose telepathy originally functioned primarily as a way of reading thoughts.
