Jou treats order as something imposed through fear rather than earned through respect. The prisoners on B1 understand that he may respond violently even to relatively minor signs of hesitation or disobedience, giving the floor an artificial calm despite the dangerous people housed there.
His temperament can change abruptly. He is capable of speaking casually with prisoners before administering punishment without warning, making his unpredictability part of the control he exercises over them. Boiled, despite being an experienced assassin himself, is wary of provoking him.
Jou also takes considerable pride in his jurisdiction. B1 is his territory, and he views disturbances not merely as violations of prison rules but as challenges to the system he personally maintains.

Jou is a highly capable combatant whose position requires him to control imprisoned professional assassins. His physical strength, reactions, and fighting instincts make him considerably more dangerous than an ordinary prison guard.
His primary weapon combines a long chain with a large shackle. Jou can launch the restraint at distant opponents, redirect its movement through the chain, entangle targets, pull them toward him, and convert the chain's momentum into powerful strikes. Its reach allows him to pressure enemies who would otherwise remain outside close-combat range.
The weapon also gives him considerable mobility and battlefield control. By anchoring or redirecting the chain, Jou can alter positioning rapidly and prevent opponents from establishing a comfortable distance.
His confrontation with Shin eventually becomes a test of Shin's developing psychic abilities, particularly powers that extend beyond straightforward mind reading.

Jou is introduced during the JAA Prison storyline as the principal authority on B1. Shin and Heisuke voluntarily enter the prison because they need to reach Atari, the JAA's imprisoned fortune teller, and Jou becomes one of the first major barriers between them and the deeper floors.
His treatment of prisoners establishes how the facility operates. Even experienced killers understand that openly challenging the guards can have immediate consequences, and Jou's behavior demonstrates that the prison staff themselves are selected to deal with unusually dangerous inmates.
The confrontation with Jou also contributes to Shin's continuing development as an esper. Faced with an opponent difficult to defeat through conventional fighting alone, Shin increasingly relies on the expanded applications of his psychic power.
Jou consequently serves both as a prison antagonist and as a measuring point for how far Shin has progressed from the young assassin whose telepathy originally functioned primarily as a way of reading thoughts.

Shin Asakura becomes Jou's primary opponent after entering the prison. Their confrontation pits Jou's physical experience and unusual weapon against Shin's developing psychic abilities.
