Isaac McDougal

McDougal is determined, suspicious and willing to use extreme violence in pursuit of what he believes is a necessary rebellion. He views Amestris's senior leadership as fundamentally corrupt and attempts to warn other soldiers that they are serving something far more dangerous than an ordinary dictatorship.

His desperation makes him difficult for the protagonists to understand. He knows pieces of the conspiracy that Edward and Alphonse have not yet discovered, but his willingness to attack Central makes him appear simply to be a dangerous renegade.

McDougal nevertheless retains some respect for former comrades. He attempts to persuade soldiers such as Solf Kimblee to recognize the danger within the government rather than treating everyone in uniform as equally ignorant.

McDougal specializes in water-based alchemy. He can freeze water almost instantly, create large structures of ice and manipulate liquid across considerable distances.

He can also alter water within the human body, making his alchemy potentially lethal at close range. His transmutation circles are incorporated into his gloves, allowing rapid activation.

His largest operation involves constructing an enormous transmutation circle throughout Central by freezing water along the city's streets. The array is intended to exploit the network beneath Central and strike at the government on a massive scale.

McDougal infiltrates Central and begins activating transmutation points across the city. Bradley mobilizes State Alchemists and regular troops against him, bringing Edward and Alphonse into the pursuit.

Although his methods are violent, McDougal repeatedly insists that Amestris is being manipulated. He recognizes elements of the nationwide transmutation scheme before the Elrics understand what the country's wars and infrastructure are actually creating.

Bradley personally intercepts McDougal as he attempts to escape. McDougal recognizes that something is abnormal about the Führer moments before Bradley kills him. His warnings are largely dismissed at the time, but many of his claims are vindicated as the conspiracy surrounding Father is uncovered.

Edward Elric fights McDougal during the attack on Central without yet understanding the conspiracy motivating him.

Alphonse Elric assists Edward and the military in stopping McDougal's city-wide transmutation.

King Bradley is the head of the government McDougal seeks to overthrow. Bradley ultimately confronts and kills him personally.

Solf Kimblee is a fellow Ishval veteran whom McDougal attempts to recruit to his cause.

Alex Louis Armstrong participates in the military operation against McDougal and counters his alchemy during the Central attack.

Roy Mustang is another State Alchemist mobilized during McDougal's assault.
