Canon provides little direct characterization for Iriya beyond his professional demeanor.
His work requires him to operate within the JAA's formal hierarchy and communicate information to assassins, placing him on the organizational side of the profession rather than among the more independently minded killers encountered throughout the series.
His older appearance and administrative position also distinguish him visually from the younger combat personnel frequently deployed by the association.

Iriya appears relatively early in the story as part of the JAA infrastructure surrounding the bounty placed on Sakamoto.
His presence helps establish that the assassin world is not simply a loose collection of freelance killers. The JAA possesses administrators, communication personnel, headquarters staff, schools, specialized combat units, and systems for distributing information.
As the conflict around Slur grows, administrative personnel such as Iriya remain part of the institutional structure targeted by enemies seeking to destabilize the JAA itself.
Later turmoil within the JAA demonstrates that its support personnel are no safer than its field assassins when attacks reach the organization's own facilities.
