Hibiki is professional, direct and attentive to the rules governing adventurer registration. She does not exaggerate Kinato's capabilities simply because he arrives with Jien's recommendation, and his poor physical and magical statistics remain legitimate concerns from the Association's perspective.
At the same time, she is not rigid enough to dismiss an unusual applicant solely because the existing system cannot categorize him. When Kinato's abilities fall outside normal expectations, Hibiki allows him an opportunity to demonstrate their practical usefulness.
Her handling of the situation shows a balance between institutional caution and flexibility. Adventurer ranks exist partly to prevent inexperienced people from accepting work beyond their capabilities, making her reluctance to assign Kinato an ordinary rank a matter of safety rather than personal hostility.

Hibiki is associated with the administrative and assessment side of the Adventurers Association rather than being established primarily as a combatant. No distinctive combat magic or named offensive technique has been demonstrated for her.
Her professional expertise includes understanding adventurer qualifications, interpreting magical assessments and administering the Association's registration procedures. This becomes important when Kinato's extremely unusual combination of low personal statistics and specialized mana manipulation produces a result outside the normal ranking framework.

Hibiki appears when Kinato visits the Adventurers Association's Eastern Branch to obtain the credentials required for professional adventuring. His assessment immediately creates a problem: despite the feat that brought him to Jien's attention, his ordinary physical and mana measurements are far below what would normally justify an adventurer rank.
Instead of ending his attempt there, a practical test is arranged in Uba Town. Kinato must use his abilities to help people, allowing the Association to evaluate Seitai Magic through actual results rather than conventional combat statistics.
Kinato ultimately demonstrates enough utility to qualify as an adventurer, but his vulnerabilities make even the normal Bronze starting rank inappropriate. He consequently receives the unprecedented Colorless badge, establishing a special starting point beneath the standard ranking system.

Kinato is the unusual applicant whose registration brings Hibiki into the story. His weak conventional statistics initially create a problem for the Association, but his practical performance demonstrates that his Seitai Magic possesses value the normal assessment does not adequately represent.
Jien is the Iron Fangs captain responsible for bringing Kinato toward an adventuring career, giving the young Seitai practitioner a connection to an established high-ranking adventurer when he arrives for registration.
