Fuuko is compassionate, earnest, emotionally perceptive, and initially extremely insecure. Ten years spent avoiding other people leave her with little practical social experience and a deep assumption that closeness inevitably ends with somebody being hurt. The official anime profile describes her as having despaired over a life in which she could never safely touch another person before meeting Andy.
Her empathy remains intact despite that isolation. Fuuko habitually tries to understand why people behave as they do rather than reducing enemies to obstacles. She can sympathize with Negators whose tragedies pushed them into opposing factions and even with UMAs once she recognizes individual personalities beneath the rules they embody.
Fuuko's gentleness should not be mistaken for passivity. Once she decides that someone needs help, she becomes exceptionally stubborn. Experiences with Andy and the Union steadily give her confidence to argue with stronger fighters, take part in missions personally, and risk herself rather than remain protected behind people with more obvious combat abilities.
Her emotional attachments are directly connected to Unluck, creating an unusual relationship between character development and combat strength. The more deeply Fuuko values another person, the greater the potential disaster triggered through contact. Her growing love for Andy therefore produces effects far beyond the comparatively small accidents caused through strangers.
After entering the 101st loop alone, Fuuko develops into a dramatically more confident leader. Centuries of preparation, training, negotiation, and repeated attempts to prevent the tragedies that originally awakened other Negator abilities turn the once-isolated girl into the person most capable of bringing disparate Negators together before God can exploit their suffering.

Fuuko's Negator ability is Unluck, an external-targeting compulsory ability that negates the luck of living targets who make direct contact with her bare skin. The resulting misfortune can range from minor accidents to catastrophes powerful enough to threaten even Andy. The anime officially defines her as someone whose skin contact calls misfortune onto those she touches.
The magnitude of Unluck depends heavily on Fuuko's emotional attachment to the target and the depth of physical contact. Brief contact with someone she barely knows may trigger a relatively small accident, while prolonged intimate contact with someone she loves can summon enormous disasters. Early examples progress from falling objects and vehicle accidents to meteor strikes.
Unluck also adapts to the target. As Fuuko gains experience, she becomes better at producing misfortune appropriate to a particular opponent rather than relying purely on random environmental destruction. This makes emotional knowledge tactically valuable: understanding someone more deeply allows her ability to interact with that person more powerfully.
Fuuko initially lacks Andy's direct combat experience, but her time with the Union teaches her firearms, tactics, battlefield movement, artifacts, and close-range survival. She becomes increasingly capable of initiating Unluck deliberately rather than simply waiting for someone to touch her.
In Loop 101 she develops Bad Bullets, ammunition infused with her Unluck. Fuuko first makes contact with the bullet and builds an emotional connection to it before firing, allowing the projectile to carry an Unluck effect toward the eventual target. This partially bypasses the original requirement that her own skin directly touch an enemy.
Her expanded interpretation of Unluck eventually allows her to apply the ability through objects, souls, accumulated memories, and relationships in ways that would have been impossible during the beginning of the series. Her mastery increasingly rests on understanding what a target values and allowing misfortune to attack precisely that connection.

Fuuko's story begins after she finishes the final volume of To You, From Me, the manga that provided comfort throughout her isolation. Believing that her ability prevents her from ever having the physical affection and romance she wants, she prepares to die. Andy interrupts and deliberately experiments with her Unluck, discovering that more intimate contact can create dramatically greater disasters. The official anime's first episode establishes this encounter as the meeting of "Undead" and "Unluck."
Union agents soon pursue them because uncontrolled Negators are considered dangerous. Rather than spend their lives running, Andy and Fuuko learn from Shen that they can create places for themselves within the Union by defeating existing members and taking their Round Table seats. The series' official Shueisha description frames their partnership around these two negating powers entering the larger conflict surrounding the world's rules.
Joining the Union introduces Fuuko to quests issued by Apocalypse, the capture or neutralization of UMAs, and the larger consequences of failing assigned missions. Her early participation relies heavily on Andy's combat ability, but she gradually becomes essential because Unluck can generate damage on a scale conventional weapons cannot reproduce.
Gina's story gives Fuuko one of her first major experiences confronting another Negator as a person rather than simply an enemy. The resulting battle demonstrates that Fuuko can connect emotionally even with somebody she has been ordered to kill, a quality that becomes fundamental to how she later approaches Union and Under alike. Official Shueisha material identifies Gina as the former Union member who befriends Fuuko at Lake Baikal before their conflict.
The Autumn mission deepens Fuuko's understanding of Andy by forcing her into his memories. Shueisha's volume summaries explicitly describe Fuuko confronting Andy's past before Victor intervenes.
The revelation that the world has repeatedly been destroyed and recreated changes Fuuko's objective from surviving individual quests to breaking the entire cycle. When Ragnarok destroys Loop 100, Juiz entrusts the Ark to Fuuko rather than using it herself, making Fuuko the person responsible for carrying humanity's knowledge into the final loop.
Fuuko enters Loop 101 many decades before the date on which she originally met Andy. Instead of waiting for tragedies to create the same broken Negators she knew before, she begins locating them in advance and preventing the incidents that caused their suffering, recruiting people such as Void, Gina, Nico, Shen, Chikara, Tatiana, and others under radically different circumstances.
This makes Fuuko the new leader of the Union. She spends roughly two centuries building resources and relationships while Andy remains separated from her, gradually transforming the organization from a hierarchy willing to sacrifice individuals into a coalition built around saving every Negator before confronting God.

Andy is Fuuko's partner, protector, eventual romantic love, and the first person in years who touches her without treating Unluck as something that makes ordinary human connection impossible. Andy initially wants her ability because it might kill him, while Fuuko initially regards his behavior as frightening and invasive. Their partnership gradually becomes one of mutual trust, with each giving the other a reason to rethink the life they had expected to lead. Official Shueisha promotion consistently presents them as the central "Undead × Unluck" duo.

Shen Xiang is one of the first Union members Fuuko encounters and the person who explains how she and Andy can stop being hunted. Shen Xiang quickly comes to like their unusual dynamic and becomes a trusted ally.
Gina Chamber befriends Fuuko at Lake Baikal before Fuuko understands that she is a Union member assigned against them. Their short relationship has a lasting effect on Fuuko because Gina Chamber demonstrates how Negator abilities can distort a person's life over decades.
Tatiana becomes one of Fuuko's closest female friends in the Union. Both know what it means to possess an involuntary ability that makes ordinary physical contact dangerous, giving Tatiana and Fuuko an immediate basis for understanding one another.
Chikara Shigeno is a younger Negator whom Fuuko treats with particular consideration. Rather than valuing Chikara Shigeno only for Unmove, she recognizes his desire to finish school and experience an ordinary life before committing himself fully to the Union.

Rip Tristan repeatedly clashes with Fuuko as a member of Under. Fuuko nevertheless takes Rip Tristan's reasons seriously and recognizes that his pursuit of Ark originates in his desire to undo a personal tragedy rather than simple cruelty.
Latla Mirah fights beside Rip and becomes another adversary whom Fuuko learns to understand rather than hate. Her relationship with Latla Mirah reinforces Fuuko's tendency to distinguish incompatible goals from personal malice.
