The German Santa Claus presents himself as a cold, unsettling professional. He negotiates his payment without visible concern for the children being offered to him and approaches the assassination assignment as a transaction.
His limited independent behavior makes his actual personality difficult to separate from the larger mechanism behind his actions. The reason is that the elderly German hunter is not the true controlling consciousness behind Santa Claus at all, but a sophisticated "perfect doll."

The German Santa Claus can spread the Doll Devil's influence through human targets. Ordinary people touched by dolls can be converted into additional dolls, creating an expanding network capable of overwhelming opponents through numbers.
These dolls retain enough physical coordination to use weapons and attack designated targets. A victim transformed into an ordinary doll can subsequently spread the transformation through touch, making densely populated areas particularly vulnerable.
The elderly man is himself a perfect doll created by the real Santa Claus. Unlike ordinary dolls, perfect dolls can convincingly pass as human and can be used as extensions of Santa Claus's distributed consciousness. His body is ultimately valuable enough to function as a sacrifice in a Devil contract.

Makima identifies Germany's Santa Claus as one of the most dangerous assassins who might pursue Denji after information about Chainsaw Man spreads internationally. Kishibe recognizes the name and hopes rumors that the elderly hunter died of old age are true.
A German official nevertheless finds Santa Claus alive and commissions him to retrieve Chainsaw Man from Japan. Santa Claus asks for four attractive children as his payment before traveling to Japan and activating a large-scale doll assault near the department store where Denji and his bodyguards are located.
The apparent German assassin is eventually exposed as a perfect doll controlled by the true Santa Claus, whose principal active body is Tolka's female master. The old man and three of the children provided by Germany are then sacrificed to the Hell Devil, sending everyone inside the department store into Hell.
