Deltoff

Deltoff is self-interested, class-conscious and willing to sacrifice ordinary citizens to protect the political order from which he benefits. He presents government decisions as necessary for humanity while privately evaluating them according to the interests of the ruling elite.

His response to crisis exposes that outlook. When confronted with the prospect of refugees overwhelming Wall Sheena, he favors sealing the inner territory rather than risking the resources and security of those already inside.

He is nevertheless confident in the durability of the royal system, believing that the monarchy's hidden powers will eventually restore control even if the government temporarily loses its position.

Deltoff has no supernatural abilities or demonstrated combat skills.

His influence is political and economic. Membership in the ruling assembly gives him access to state secrets and authority over decisions involving the military and civilian population.

He is familiar with the government's hidden structure and knows considerably more about the monarchy than ordinary citizens.

Deltoff participates in the ruling council's discussions concerning Eren, Historia and the Survey Corps.

He attends Erwin's trial and supports dismantling the Survey Corps, arguing that one military branch should not retain exclusive control of Eren's Titan power.

During the staged report that Wall Rose has been breached, Deltoff and the other nobles order Wall Sheena closed to refugees. The response proves to Zachary that the government will sacrifice most of humanity to protect its own interests.

Zachary reveals that the breach was fabricated and has the council arrested. Deltoff subsequently loses his political position and is imprisoned.
