Chuck is confident, confrontational and convinced of the official account surrounding Vash. He approaches Jeneora Rock expecting to find a dangerous criminal and interprets Vash's behavior through that assumption.

He is also prideful enough to accept Roberto De Niro's provocation into settling matters through a duel. His confidence in conventional firearms and military authority leaves him unprepared for the level of skill Vash possesses.

Chuck is an experienced military police officer and capable gunman. He carries a handgun and is confident enough in his marksmanship to challenge Vash directly.

His most consequential action during the duel is not simply firing at Vash but ordering a cluster of munitions launched into the air, creating a threat to everyone nearby.

Vash's speed and marksmanship decisively exceed Chuck's. Even at close range, Chuck struggles to land a shot on him.
