He does not simply ignore her explanation and checks the situation closely enough to recognize that she has been skipping classes.

Canon provides little information about Terai outside this encounter.

Terai is an ordinary human without supernatural abilities.

He possesses no capacity to detect Parasites and has no combat role.

His skills and authority are limited to his work within the school environment.

Terai encounters Makiko Hayase aboard the ferry while she is supposed to be attending school.

Makiko attempts to avoid him and uses Shinichi Izumi's presence to help conceal what she has been doing.

The encounter helps establish Makiko's independent and mischievous behavior shortly before Shinichi reaches Sakurazaki.

Makiko Hayase is a student at the school where Terai works, and he confronts her after discovering her away from school.
