Her courteous style can also come across as condescending. She is accustomed to representing an established institution and initially approaches unaffiliated heroes with the expectation that joining the association should be an obvious step forward.

Shizuka is an ordinary human with no established supernatural abilities, combat techniques, or professional hero ranking.

Her skills lie in recruitment, negotiation, assessment of prospective heroes, and representing the Hero Association during sensitive conversations.

Shizuka appears as the Hero Association attempts to strengthen its roster amid increasing dissatisfaction with the organization.

She arranges a meeting with Axel, leader of the Neo Hunters, and tries to persuade him and his group to join the Hero Association.

Axel rejects the offer outright and tells Shizuka that he and many other independent fighters intend to become part of an entirely new hero organization instead.
