Personality
Shigematsu is proud, ambitious, serious, and deeply committed to the IGO. Ichiryuu values his ambition, while Shigematsu takes his responsibilities as vice-president considerably more seriously than many of the organization's more eccentric directors.
He also enjoys testing himself against powerful opponents. When Grinpatch appears at Biotope 1, Shigematsu is almost disappointed that the Bishokukai has not sent Starjun or Tommyrod instead, demonstrating both confidence and familiarity with the organization's stronger personnel.
His relationship with fellow IGO leaders is built on long professional trust. He drinks with Mansam and works closely with Ichiryuu on matters involving the Four Heavenly Kings, Zebra, and major security threats.
Later behavior that appears cold, treacherous, and murderous does not reflect Shigematsu's original personality. Joa's Taste Change suppresses his identity and forces him to serve NEO against his will.

Shigematsu possesses enough strength to serve as one of the IGO's highest-ranking combatants and enter Gourmet World under his own power. His confidence around Bishokukai Sous Chefs reflects genuine ability rather than administrative bravado.
He normally keeps one eye closed and wears a plug across his nose. Removing both triggers a major physical transformation: his muscles increase dramatically, his face becomes more animalistic, his pupils become slit-like, and his tongue develops a snake-like appearance.
The full mechanical explanation for this transformation is not explored as extensively as Mansam's self-Knocking, but it clearly represents Shigematsu releasing physical restrictions.
He also fights in coordination with an unnamed snake-like beast. The creature can produce long piercing attacks and serves as an extension of Shigematsu's battlefield reach.
His administrative authority is equally significant. As IGO vice-president he commands personnel across the organization and stands immediately below Ichiryuu in its hierarchy.

Shigematsu appears during the Regal Mammoth period when Mansam asks about releasing Zebra to strengthen the IGO's defenses. He explains that the situation requires approval from other senior authorities.
He later confronts Grinpatch alongside Mansam when the Bishokukai Sous Chef returns to recover GT Robos. Both IGO executives release restraints on their power in preparation for a serious confrontation.
During the Cooking Festival, Shigematsu participates in IGO security while Bishokukai forces invade the event.
Shigematsu suddenly attacks Mansam during the crisis, revealing apparent allegiance to NEO. This betrayal is later explained as the result of Joa's Taste Change, which had overwritten his original loyalties and forced him into service.
Toriko eventually attacks Shigematsu with overwhelming force. The accumulated pain breaks Taste Change's control, allowing his original memories and loyalty to Ichiryuu to return before his death. Shigematsu dies remorseful over actions he committed while mentally enslaved.

Ichiryuu is Shigematsu's president, longtime superior, and the person to whom his genuine loyalty is ultimately directed.
Mansam is Shigematsu's fellow senior IGO official and old acquaintance. Taste Change forces Shigematsu to betray and severely injure him during the Cooking Festival.
Grinpatch confronts Shigematsu and Mansam at Biotope 1, where Shigematsu openly shows interest in fighting stronger Bishokukai members.
Joa uses Taste Change to suppress Shigematsu's personality and force him into NEO.
Toriko ultimately inflicts enough damage on Shigematsu to break Joa's control, allowing him to regain himself before dying.
