Personality
Shagotte is compassionate, responsible, solemn, and deeply protective of the Exceeds. Her reputation as a merciless deity is much harsher than the woman herself, who feels personally responsible for the lives placed under her authority.
She is willing to share the consequences of her people's mistakes instead of using royal privilege to escape them. Shagotte also carries intense guilt over decisions made to preserve Extalia, particularly when those decisions require deceiving ordinary citizens.
Her maternal instincts are similarly powerful. Shagotte willingly sacrifices one of her own wings when the egg containing her daughter is born dangerously weak.

Like other Exceeds, Shagotte possesses Aera, which produces feathered wings for flight. Unlike most of her race, she has only one wing during the present story.
Her most important ability is precognition. Shagotte receives visions of future events, although they are not necessarily complete enough to explain exactly how those events will unfold.
A vision of Extalia's destruction becomes central to the decisions made by Shagotte and the Exceed elders years before Fairy Tail reaches Edolas.
She also possesses considerable authority over Extalia, where generations of political doctrine have elevated the queen's image from monarch to living deity.

Six years before the Edolas conflict, Shagotte foresees a disaster that will destroy Extalia. She and the elders respond by sending one hundred Exceed eggs through Anima to Earth Land so that the unborn children can survive.
To keep Extalia's population from panicking, the leadership invents another explanation: the children were supposedly sent to Earth Land on a divine mission to find and kill Dragon Slayers.
When Happy and Carla arrive in Extalia, they encounter a society that treats their supposed mission as sacred fact.
Shagotte eventually reveals that the Dragon Slayer mission was fabricated and that the eggs were evacuated solely to save the children from her vision of Extalia's destruction.
She also reveals that Carla is her daughter and inherited a form of precognition from her. After Extalia falls, Shagotte accepts responsibility for the deception and joins the surviving Exceeds in searching for the children scattered across Earth Land.
