Pirako initially behaves like an enthusiastic but somewhat dim young killer. She talks casually about turning people into "flowers," treating bloodshed with an unsettling cheerfulness while attempting to convince Sakata Gintoki to accept her as a subordinate.
The stupidity is partly an act. Pirako is cunning enough to understand Kabuki District's political balance and manipulate several factions simultaneously. Her apparent impulsiveness makes it easy for others to underestimate how deliberately she is moving pieces into position.
Beneath those schemes is a lonely daughter whose actions are driven by a desire to reclaim a parent consumed by obligations to other people. That motive does not excuse her violence, but it explains why she is willing to destabilize an entire district for what she considers a chance to restore her family.

Pirako is a highly capable swordswoman and experienced hitokiri. She fights with a katana and has developed enough of a reputation that her name carries weight among violent groups in Kabuki District.
Her swordsmanship allows her to cut down mechanical opponents and ordinary fighters quickly. She combines speed with a willingness to attack lethally, making her dangerous even though she does not reach the level of the series' strongest veteran swordsmen.
Shimura Shinpachi demonstrates the limits of her ability when he defeats her decisively while using the back of his sword. Even so, Pirako remains considerably more capable than an ordinary civilian or low-ranking yakuza.

Pirako enters the Yorozuya office claiming to be a hitokiri who wants to serve the strongest man in Kabuki District. Her arrival coincides with increasing instability among Otose, Saigou Tokumori, Kada and Jirochou Doromizu.
Pirako is Jirochou's estranged daughter. She deliberately helps provoke war among the Four Devas because she believes forcing her father to settle his obligations in Kabuki District will finally free him to return to her.
Pirako cooperates with Kada while attempting to sever Jirochou's remaining ties to Otose, but Kada has her own plan to seize the district using Shinra warriors. Pirako consequently finds herself caught in a conflict larger than the family reunion she intended to engineer.
After the battle, Jirochou relinquishes his old position and leaves with Pirako. The two later return to Kabuki District as allies during the war threatening Edo.

Jirochou Doromizu is Pirako's father and the person around whom her actions in Kabuki District revolve. Her attempt to trigger a war among the Four Devas is intended to release him from the obligations that kept him away from her.
Pirako's Mother raised Pirako without Jirochou Doromizu present and taught her that her father was not simply the heartless man his absence suggested.
Sakata Gintoki is initially approached by Pirako as the man she wants to serve. She later fights against his faction, but also displays a playful interest in marrying him into her family.
Shimura Shinpachi confronts Pirako directly during the Four Devas conflict and defeats her without using the cutting edge of his sword.
Kada works with Pirako while their interests appear aligned. Kada ultimately exploits the chaos for her own attempt to seize Kabuki District, making Pirako another disposable piece in her plan.
Otose represents one of the strongest ties keeping Jirochou Doromizu attached to Kabuki District, causing Pirako to regard Otose's faction as an obstacle to bringing her father home.
