Osa is cruel, manipulative and obsessed with maintaining control. He treats emotional attachment as a defect and expects the shinobi beneath him to become merciless instruments of the village.
His treatment of his own family follows the same philosophy. Yui's desire for an ordinary life is something to suppress rather than nurture, while his daughters are ultimately subject to his authority in the same way as Iwagakure's assassins.
Osa is also calculating. His reputation depends not merely on strength but on creating beliefs that make rebellion seem pointless.

Osa is a master of genjutsu. His illusion techniques are sophisticated enough to create the appearance that mortal injuries heal instantly.
He uses these illusions to support the story that he consumed the Elixir of Life and became immortal. The apparent regeneration discourages Iwagakure's shinobi from challenging his authority.
As village chief, Osa also commands a large body of highly trained assassins and possesses extensive knowledge of Iwagakure's ninjutsu.

Osa raises Iwagakure according to a philosophy that demands emotional detachment from its shinobi. Gabimaru grows into the village's most feared assassin under this system and is eventually permitted to marry Yui.
Gabimaru's desire to abandon the village for an ordinary married life directly challenges Osa's authority.
Osa deceives Gabimaru with the promise of freedom and arranges the mission that leads to his capture. Later, after the Shogunate requests Iwagakure's assistance on Kotaku, he sends shinobi to reclaim the Gabimaru name by killing its former holder. His schemes are eventually exposed, Iwagakure is dissolved, and Osa is arrested and executed.
