Personality
Nine is cold, controlled, and intensely committed to a strength-based view of society. He sees conventional distinctions between heroes and villains as less meaningful than raw power and believes those with exceptional abilities should occupy the top of the social hierarchy.
Despite his brutality, he is capable of acknowledging strength in others. He respects capable allies and takes powerful opponents seriously rather than dismissing them. That respect never overrides his objectives, however; once someone becomes an obstacle, he is willing to use lethal force.
His ideology is closely connected to his own experience with an overwhelmingly powerful Quirk and the suffering attached to it. He views himself and his companions as people rejected by a social order that fails to recognize what he considers their natural superiority.

Nine's original Quirk, Weather Manipulation, gives him control over large-scale atmospheric phenomena. He can generate thunderstorms, lightning, violent winds, and enormous tornadoes capable of devastating wide areas. Its power comes with a severe drawback: using it damages his cellular tissue.
He later receives a weaker duplicate of All For One's Quirk. This allows him to steal and store additional Quirks, although his version has a limited number of available slots. Among the abilities in his arsenal are Air Wall, which produces powerful defensive barriers and bursts of compressed air; Scanning, which analyzes other people's Quirks; Hydra, which produces controllable dragon-like energy constructs; and an unnamed laser ability capable of firing destructive beams from his fingertips.
Nine also steals Cell Activation from the Shimano siblings' father, hoping it can repair his deteriorating body. The stolen version only works with Type A blood, however, while Nine has Type B blood, preventing him from using it on himself.

Nine appears briefly in the main manga before becoming the central antagonist of Heroes: Rising. After undergoing experimentation connected to Kyudai Garaki, he receives his duplicate of All For One and begins pursuing the power necessary to stabilize his failing body.
His search leads his group to Nabu Island after he discovers that Katsuma Shimano possesses another version of Cell Activation. Class 1-A, stationed on the island for hero work, becomes the only force immediately available to protect Katsuma and the residents.
Nine's enormous range of Quirks forces the students into a coordinated island-wide defense. His final confrontation pushes Izuku and Bakugo to the point where Izuku temporarily transfers One For All to Bakugo so that they can fight Nine together at full strength. The combined attack defeats him, after which the severely weakened Nine is confronted and killed by Tomura Shigaraki.

Slice, Mummy, and Chimera are Nine's principal companions. He treats them as partners in the creation of the society they envision rather than as disposable underlings, and they display genuine loyalty toward him.
Kyudai Garaki oversees the experiment that gives Nine a duplicate of All For One, turning him into an important test case for technology and procedures associated with All For One.
Katsuma Shimano becomes Nine's target after the villain identifies his version of Cell Activation as potentially compatible with his blood type.
Izuku Midoriya earns Nine's attention because of the extraordinary power of One For All. Nine attempts to steal the Quirk but discovers that his limited version of All For One cannot simply accommodate it.
Katsuki Bakugo joins Izuku as Nine's principal opponent on Nabu Island, repeatedly forcing Nine to contend with coordinated attacks from two exceptionally powerful students.
Tomura Shigaraki is indirectly connected to Nine through the League of Villains and All For One's broader plans. After Nine's defeat, Shigaraki finds the weakened villain and kills him.
