Mu Li enters the conflict between Qin and Zhao as the architect behind a campaign designed to eliminate one of Qin's greatest military figures. He secretly constructs the circumstances surrounding the Battle of Bayou and brings Pang Nuan into the operation, resulting in Wang Qi's fatal defeat.

He subsequently becomes one of Qin's principal strategic enemies. During the Coalition War, Mu Li devises the larger invasion plan and later attempts to bypass Kankoku Pass by moving toward Xianyang through Sai. Xin and Ying Zheng's resistance at Sai prevents the plan from succeeding.

His importance increases as Qin commits itself to destroying Zhao. Mu Li's defenses repeatedly force Qin's greatest commanders to gamble enormous armies and resources simply to penetrate Zhao territory, while political interference from Zhao's royal court becomes an equally dangerous obstacle to his efforts.
