Very little of Moses's mother's everyday personality is shown, but her brief appearance establishes her as a loving parent deeply invested in her son's return.
She initially approaches the returning Survey Corps with hope, looking for Moses among the surviving soldiers. Even after receiving devastating news, she attempts to find meaning in his participation by asking whether his sacrifice contributed to humanity's progress.
Her question is not framed as political enthusiasm for the Survey Corps. It is the desperate attempt of a grieving parent to believe that the danger her son accepted accomplished something worthwhile.

The soldiers have recovered only Moses's severed arm. Keith gives it to her as the only part of him that could be brought home.
Still grieving, she asks whether Moses's sacrifice helped humanity make progress against the Titans. Keith breaks down and admits that the expedition achieved nothing, blaming his own incompetence for the deaths of his soldiers.
The scene establishes the reputation the early Survey Corps has among civilians: its soldiers repeatedly leave the Walls, suffer catastrophic casualties, and often return without visible progress to justify the cost.
