Kobeni Higashiyama

Kobeni is timid, nervous, pessimistic, and easily overwhelmed by the possibility of death. She frequently cries under pressure and assumes that dangerous situations are likely to end badly.

Her fear does not translate into incompetence. Once a fight begins and hesitation is no longer useful, Kobeni can become remarkably focused and efficient. This contrast is one of her defining traits: she often panics before and after combat but can act with extraordinary precision during the critical moment.

Her family situation contributes heavily to her insecurity. Kobeni explains that her parents forced her to choose between becoming a Devil Hunter or working in sex work so they could fund her older brother's college education, leaving her with little control over her own future.

Kobeni is an exceptionally agile human. She demonstrates explosive speed, acrobatics, knife skill, firearms proficiency, and reflexes far beyond what her nervous demeanor suggests.

During the counterattack against Katana Man and Akane Sawatari, she avoids gunfire at close range, runs across a collapsing environment, disarms an attacker, and forces Sawatari to retreat.

Kobeni has a contract with an unidentified Devil. She deliberately keeps the identity and terms of that contract secret, and the manga has never revealed what ability it grants her.

Kobeni first joins Denji's group during the Eternity Devil incident. Trapped indefinitely inside the hotel, her fear becomes severe enough that she supports sacrificing Denji in exchange for escape.

The later attack on Public Safety reveals a completely different side of her. After surviving the initial shootings, Kobeni retrieves Arai's gun and confronts Sawatari and Katana Man with a level of speed and skill that shocks both enemies.

She continues working in Division 4 through the operations against Reze and the international assassins.

After surviving the encounter with the Darkness Devil in Hell, Kobeni resigns from Public Safety. She later appears working at Family Burger, where Makima's manipulation of Denji's life drags her into another violent crisis.

Hirokazu Arai is Kobeni's Public Safety partner. He shields her from gunfire during the coordinated attack on the division.

Denji frightens Kobeni during the Eternity Devil incident, but she later fights to protect and recover him during the Katana Man attack.

Power regularly overwhelms Kobeni socially and eventually becomes responsible for destroying Kobeni's car.

Galgali later patrols with Kobeni and treats her kindly, even buying her ice cream.

Makima is Kobeni's superior within Public Safety and indirectly keeps pulling her into increasingly dangerous operations.
