Inoue is opportunistic and exploitative. He recognizes Kagura's unusual strength immediately and views her primarily as a weapon he can use against competing criminal organizations.

He maintains control by taking advantage of Kagura's need for food and shelter rather than earning her loyalty. His treatment of her demonstrates that the relationship is transactional from the beginning.

Inoue is also willing to employ overwhelming force against rivals, using Kagura precisely because conventional gang members cannot match a Yato's physical capabilities.

Inoue has no established supernatural powers.

His power comes from his position as the leader of the Punch Perm gang and the men operating under him.

His greatest asset during Kagura's early time on Earth is Kagura herself, whose Yato strength allows his organization to overwhelm rival gangs.

After arriving on Earth, Kagura has little money or support. Inoue recognizes her as a Yato and offers food in return for work.

That work consists of attacking rival yakuza groups. Kagura becomes increasingly dissatisfied with being used for violence and eventually attempts to leave.

Her conflict with Inoue's organization intersects with Sakata Gintoki and Shimura Shinpachi, helping establish the circumstances through which Kagura joins the Yorozuya.

Kagura works for Inoue after he offers her food in exchange for using her Yato strength against rival gangs.

Sakata Gintoki becomes involved when Kagura tries to escape the criminal situation surrounding her.

Shimura Shinpachi accompanies Gintoki during the events that bring Kagura into the Yorozuya.
