Fukuda is earnest, helpful and generally reserved. He is not among Seirin's loudest personalities and rarely demands attention, fitting naturally into the group of first-year reserves who support the team's more prominent players.
Helping people is one of his established interests. In anime and supplementary material, his earnestness is also used for comedy when he takes Shun Izuki's wordplay more seriously than most of the team does.
Like the other reserves, Fukuda remains invested in Seirin's results even when he receives little playing time. He trains, attends tournaments and reacts enthusiastically from the bench rather than becoming detached from the team's ambitions.

Fukuda is a conventional center without a named special ability. At 180 cm, he has useful height among Seirin's first-years but is substantially shorter than the elite centers the team encounters at national level.
His basketball is therefore built around ordinary fundamentals, positioning and the conditioning developed through Riko Aida's training. He lacks the unusual hand strength of Teppei Kiyoshi or the defensive specialization of Rinnosuke Mitobe, leaving him behind both players in Seirin's center rotation.
Fukuda's most important competitive opportunity comes during the Winter Cup final, when Seirin uses its reserve freshmen in an attempt to disrupt Rakuzan's rhythm. His value in that sequence comes from playing straightforward basketball rather than matching the opponent's elite point guard individually.

Fukuda joins Seirin's basketball club as part of the new first-year class. He is frequently grouped with Kouki Furihata and Kouichi Kawahara, three ordinary newcomers whose development contrasts with the immediate impact made by Kuroko and Kagami.
He accompanies the other first-years to the street-basketball tournament before the Winter Cup and participates in Seirin's practices, camps and tournament preparations. For much of the series, however, his principal match-day role is supporting the regulars from the bench.
During the Winter Cup final against Rakuzan, Fukuda is among the reserve freshmen sent into the game as Seirin searches for a way to alter the pace controlled by Akashi. The sequence gives him meaningful court time in Seirin's most important match.
