Heathcliffe Arbor

Arbor is portrayed as a fellow cadet shaped by the competitive and hierarchical environment of Amestris's military academy. His characterization is grounded in his interactions with other young soldiers rather than an independent long-form arc.

The OVA uses its cadets to show how personal relationships are altered by the prejudice and military ideology surrounding Ishvalans in Amestris.

Arbor has no established alchemical or supernatural abilities.

His training is that of an Amestrian soldier. He receives military instruction alongside other cadets and is prepared for conventional armed service rather than specialized State Alchemist duties.

Arbor appears during the military-academy period explored in Yet Another Man's Battlefield. The story follows Mustang's generation before and during the worsening conflict involving Ishval, providing background for the officers who later participate in the war.

His role is secondary to the OVA's central examination of Mustang and Maes Hughes, and canon provides comparatively little information about Arbor outside that setting.
