Garrot

Garrot is cruel, sadistic and openly entertained by the suffering of the prisoners under his authority. His position as warden gives him ample opportunity to torment people who cannot easily fight back.

He becomes particularly irritated when prisoners challenge his authority or demonstrate enough strength to undermine the Labor District's system. Rather than respecting resistance, he responds by escalating the danger placed before them.

Garrot's confidence is rooted in both his personal skill with a whip and his privileged position under Kurenai.

Garrot is an expert whip user. His primary weapon is a specialized paralytic whip that can stun targets it touches.

He can control the whip's direction during an attack, making its trajectory considerably less predictable than an ordinary physical weapon.

His experience and equipment earn him a place among the Zaiten Three, although no Ether Gear is established for him.

Garrot oversees the Labor District when Shiki and Homura are transported there under the restrictions imposed on Sun Jewel's prisoners.

He explains the district's brutal quota system and uses his authority to place the newcomers in increasingly dangerous situations. His treatment of the prisoners helps expose the cruelty sustaining Kurenai's wealthy capital.

When rebellion spreads through the Labor District, Garrot attempts to suppress it on Kurenai's orders. His confrontation with the rebels contributes to the collapse of her control over the district.

Kurenai Kougetsu employs Garrot as one of the Zaiten Three and gives him authority over the Labor District.

Nino and Baku serve alongside Garrot as the other Zaiten Three.

Shiki Granbell becomes one of Garrot's enemies after being sent into the Labor District.

Homura Kougetsu is likewise placed under Garrot's authority after arriving in the district.

Valkyrie Yuna is well known within the Labor District, and Garrot uses his knowledge of her to provoke Homura.
