Flagel Reeves

Flegel initially appears spoiled, cowardly and accustomed to the security provided by his family's wealth. When placed in genuine danger, his first instinct is to run rather than confront the people pursuing him.

He nevertheless has genuine affection for his father and enough moral courage to act when given support. Hange Zoë challenges his belief that nothing can be done against the Interior Police, pushing him to recognize that exposing corruption is possible.

Once he commits himself, Flegel demonstrates considerable nerve. He deliberately confronts armed Interior Police officers while trusting Hange's plan to keep him alive.

Flegel has no supernatural abilities and is not a trained soldier.

His usefulness lies in his position within the Reeves Company and his firsthand knowledge of the events surrounding Dimo. He can move through Trost as a recognizable local figure and eventually inherits his father's commercial authority.

Flegel also demonstrates an unexpected capacity for deception under pressure when helping Hange lure corrupt officers into incriminating themselves.

Flegel enters the Royal Government conflict after the Reeves Company becomes entangled with the Survey Corps and Interior Police.

Following Dimo's murder, Flegel witnesses enough of the aftermath to understand that the government is responsible. He initially hides, believing resistance will simply get him killed.

Hange finds him and constructs a plan to expose the Interior Police. Flegel allows himself to be cornered by the officers pursuing him and provokes them into explaining their crimes.

Citizens hidden nearby hear the confession. Hange then defeats the officers, and Flegel publicly announces that he is taking over the Reeves Company. His testimony helps turn public opinion against the royal government.

Dimo Reeves is Flegel's father and predecessor as head of the Reeves Company. His murder motivates Flegel to cooperate with the Survey Corps.

Hange Zoë protects Flegel and persuades him to help expose the Interior Police.

Levi Ackerman previously negotiates with the Reeves Company as part of the Survey Corps' alliance with Dimo.

Roger is one of the Interior Police officers whom Flegel helps expose.
