Kiyotada appears within the imperial political structure surrounding Go-Daigo. His role helps depict the nobles and bureaucrats through whom the emperor attempts to govern after the collapse of Kamakura.

His significance later expands through material concerning Masashige's military writings. Kiyotada acts as an editor for the strategic text Masashige prepares, repeatedly sending material back for revision and becoming the target of the commander's written complaints.

The relationship provides a comic but pointed illustration of the bureaucratic pressures placed on even extraordinary military figures serving the imperial court.
